Noble played a key role in the development of OICR, helping develop the report to the Government of Ontario and the business plan that led to the establishment of the Institute.
Prior to the formation of OICR, Noble served as a Deputy Minister with the Government of Ontario for ten years, where she gained extensive line department and central agency experience. She served as Secretary of Management Board of Cabinet from 1995 to 2001, where she played an instrumental role in the major reform of the government operations. Noble has held positions as the Deputy Solicitor General, Deputy Minister of Correctional Services, Deputy Minister of Revenue, and as the Assistant Deputy Minister with the Ministry of Community and Social Services in both policy and operations.
Noble is the former Chair of the Board of Governors of the University of Western Ontario and of the Board of Directors of Belmont House.
Noble holds an Honours Bachelor of Arts in Economics from the University of Western Ontario and an MBA from York University.
